Millhaven inmate charged with second-degree murder in fellow prisoner's death

A Millhaven Institution inmate has been accused of killing a fellow inmate at the prison west of Kingston, the Ontario Provincial Police said Wednesday.

The 30-year-old inmate was charged with second-degree murder Tuesday and remanded in custody to appear in court in Napanee Jan. 26, the OPP said.

The OPP-led joint forces penitentiary squad responded Sunday after the Correctional Service of Canada (CSC) reported that an inmate had been found with life-threatening injuries.

Victor James, 29, was later pronounced dead.

The OPP’s criminal investigation branch investigated with CSC and the Office of the Chief Coroner and Forensic Pathology Service, provincial police said.

The circumstances of all inmate deaths are investigated, CSC said.

At the time of his death, James was serving a sentence of seven years and 10 months for offences including aggravated assault, break and enter with intent and forcible confinement, the correctional service said. His sentence started in May 2019.

People facing criminal charges are presumed innocent until proven guilty. It’s our policy not to name those charged unless we plan to follow the case through the justice system or it’s of significant public interest to identify them.
